The first phase consists of a 5-month qualitative review research that is complemented by a second phase designing a training action. After the qualitative research and the design of the activity, an international seminar will be held for one and a half days at the headquarters of the Council of Europe, in order to achieve the greatest impact of the project on the functioning of the Council and to raise awareness of its political and judicial leaders.
