The Euro-Arab Foundation Presents VANGUARD Project Research at the XV Spanish Congress of Criminology

On June 10, the 1st Iberian Congress / XV Spanish Congress of Criminology (SIEC) hosted the presentation of the research paper “Repositioning the Role of ICTs and AI in Combating Human Trafficking.”

The study was conducted by Karen Latricia Hough and Noelia Gómez Bosque (Euro-Arab Foundation), Theodora Tsikrika, Despoina Chatzakou, and Theoni Spathi (CERTH), alongside Tatiana Duarte Nicolau (University of Granada), in collaboration with KU Leuven. Drawing from the findings of the Horizon Europe VANGUARD project, the research analyzed how anti-trafficking efforts have struggled to respond to the growing digital dimensions of human trafficking, while perpetrators increasingly weaponize AI and digital technologies to facilitate recruitment, coercion, and exploitation.

Based on more than 220 sources and 67 in-depth interviews with survivors, perpetrators, law enforcement, border guards, policymakers, NGOs, and experts, the study identified major vulnerabilities in current anti-trafficking responses. These include:

  • Fragmentation of data systems.
  • An over-reliance on reactive policing approaches.
  • Limited involvement of survivors.
  • Risks posed by algorithmic bias and the misuse of surveillance technologies.

The presentation also highlighted how online trafficking and poly-exploitation (which encompasses sexual exploitation, forced criminality, and labor exploitation) continue to evolve faster than many institutional responses. To address this, the VANGUARD project introduced AI-driven tools, co-developed with key stakeholders, to help anticipate and disrupt digital trafficking pathways.

However, the researchers emphasized that technology alone cannot solve systemic challenges. The presentation called for stronger human rights protections, enhanced training for front-line staff, refined regulatory frameworks, and more inclusive, survivor-centered innovation processes.

The paper concluded by advocating for a paradigm shift: moving from fragmented and reactive anti-trafficking strategies toward coordinated, evidence-based, and ethically grounded approaches that are better adapted to the realities of the digital age.

The 1st Iberian Congress / XV Spanish Congress of Criminology, organized under the slogan “Shared Horizons in Criminology” between June 10 and 12, is promoted by the Spanish Society for Criminological Research (SEIC) alongside its Portuguese counterparts. This scientific gathering serves as a strategic forum to debate the most pressing methodological, theoretical, and practical challenges within the discipline.

The Euro-Arab Presents the VANGUARD Project to Guardia Civil Anti-Trafficking Unit at Madrid

On 22 May 2026, the Euro-Arab Foundation researcher, Karen Latricia Hough, alongside Despoina Chatzakou and Theoni Spath from CERTH, Roberto Acquaviva (ENG) and Sara Diez and Jiang Zhicheng (Bull), delivered an online presentation of the Horizon Europe VANGUARD Project to the Anti-Trafficking Unit of the Guardia Civil at Madrid Headquarters.

The session showcased the project’s innovative approach to combating trafficking in human beings through the integration of advanced AI-supported technologies, operational intelligence tools, and multidisciplinary social-scientific research. The presentation highlighted how the VANGUARD project is developing ethical, human-centred, and technologically advanced solutions to strengthen the prevention, detection, and investigation of trafficking networks across Europe.

Key social-scientific findings emerging from the project’s ongoing research activities were presented, including insights into evolving trafficking patterns, victim protection considerations, and policy recommendations aimed at enhancing operational responses and cross-border cooperation among law-enforcement and security stakeholders. Researchers also conducted an online demonstration of the VANGUARD ToolSuite, presenting capabilities designed to support law-enforcement authorities in identifying trafficking activities, analysing complex criminal networks, and improving intelligence-led investigations.

Funded under the European Union’s Horizon Europe Programme, the VANGUARD Project brings together leading research organisations, technology providers, and security stakeholders to advance innovative, ethical, and collaborative solutions against trafficking in human beings.

The Euro-Arab Foundation is part of the consortium of this project, which began in 2023 and is scheduled to conclude in December of this year, 2026.

Strengthening the Fight Against Online Trafficking Through Specialised Training for Law Enforcement in Romania

On 4 March, researcher Karen Hough from the Euro-Arab Foundation for Higher Studies delivered a specialised training session for police and border control officers in Romania, focusing on the growing risks of human trafficking in digital environments. This initiative was directly informed by the research results of the VANGUARD project, which analyses how exploitation is increasingly shifting into online spaces.

The training aimed to equip frontline professionals with advanced knowledge and practical tools to identify, prevent, and disrupt trafficking activities at their earliest stages. Drawing on evidence generated by VANGUARD, the session addressed key risk factors, vulnerability indicators, and emerging strategies used by criminal networks, such as online grooming, misuse of digital platforms, and concealment techniques. It also emphasised the practical application of this knowledge, translating project findings into operational solutions to strengthen detection capabilities, improve victim protection, and enhance cross-border cooperation between agencies.

The Fundación Euroárabe de Altos Estudios is actively involved in the European Horizon Europe VANGUARD project, an international initiative aimed at strengthening the fight against human trafficking through advanced technological solutions, specialised training, and collaboration between key stakeholders. The project brings together a broad consortium of European research institutions, law enforcement agencies, and civil society organisations, and focuses on improving the detection, investigation, and prevention of trafficking, particularly in its online and cross-border dimensions, through the development of artificial intelligence and data analysis tools.

World Day Against Trafficking in Persons

Human trafficking involves the recruitment, transportation, transfer, harbouring or receipt of persons by means of threats, use of force or other forms of coercion, for the purpose of exploitation, which may be sexual, labour-related, or for the removal of organs, among others.

The United Nations General Assembly designated 30 July as World Day Against Trafficking in Persons in 2013, with the aim of mobilising resources and efforts to combat this crime and support victims.

The Euro-Arab Foundation is involved in projects funded by the European Commission, such as VANGUARD, which aims to break the chain of human trafficking from a human rights perspective and put survivors at the centre of policies.

Vanguard Project Shares Groundbreaking Anti-Trafficking Research at KU Leuven Workshop

On 16the June, researchers from the Vanguard project convened a hybrid workshop at KU Leuven University presenting the latest findings from their academic research on the prestigious Horizon Europe anti-trafficking initiative.

The workshop featured a presentation by Karen Hough from the Euro-Arab Foundation and Teresa Forlitti from Hart and Stand in the United States about their collaborative paper, “Creating sustainable models for the inclusion of lived experience experts in anti-trafficking preventative measures and policy making: insights from the Vanguard project”.

Attended by a diverse group of experts, including representatives from the European Commission, academia, and NGOs, the workshop fostered a highly productive and formative discussion. The research results were very well received, highlighting the project’s impact in the fight against human trafficking.

The Vanguard project, a European-financed initiative, is dedicated to strengthening the combat against human trafficking (THB). It achieves this by providing an improved intelligence picture, delivering an advanced and trustworthy suite of tools, and implementing innovative training activities.

Further workshops are planned in the coming months to continue sharing the project’s vital research and foster ongoing collaboration.

The Euro-Arab Foundation Highlights the Role of Ethical AI in the Fight Against Human Trafficking at High-Level Conference in Malta

The Euro-Arab Foundation for Higher Studies participated in the “Empowering Change: Technology and AI in the Fight Against Human Trafficking” Conference, held on June 11, 2025, in Malta. The event, organized under the Maltese Presidency of the Committee of Ministers of the Council of Europe, brought together experts and global leaders to explore the potential of artificial intelligence (AI) in eradicating this heinous crime.

During the conference, Karen Latricia Hough, researcher at the Euro-Arab Foundation, presented the innovative Horizon Europe Vanguard project in a crucial panel titled “AI and Human Rights.” Hough’s intervention underscored Vanguard’s commitment to developing technological tools that, in addition to being highly effective, strictly adhere to legal and ethical principles.

The conference served as a vital platform for dialogue among governments, international organizations, law enforcement agencies, academia, and civil society. Key topics addressed included the use of innovative technologies to dismantle trafficking networks, the human rights implications of AI use, and the need to foster intersectoral partnerships for a more robust global response.

Among the invited speakers were Professor Siobhán Mullally, UN Special Rapporteur on Trafficking in Persons and Director of the Irish Centre for Human Rights; the OSCE Special Representative and Coordinator for Combating Human Trafficking; and Petya Nestorova, Executive Secretary of GRETA. The conference was attended by law enforcement agents, academics, experts, and representatives from NGOs. In particular, Dr. Hough discussed how the research team is ensuring that the technological tools created in the Vanguard project align with legal and ethical requirements.

The date coincided with the 20th anniversary of the Council of Europe Convention on Action against Trafficking in Human Beings, reaffirming the commitment of member states to innovative, rights-based responses in the evolving digital environment. This landmark instrument aims to ensure that AI technologies are developed and deployed in ways that fully respect democratic values, protect human rights, and uphold the rule of law – including in the crucial fight against trafficking in human beings.

VANGUARD Consortium Meeting

Researchers from the Euro-Arab Foundation attended the fourth VANGUARD consortium meeting in Lisbon to discuss the results of the Horizon Europe Vanguard project. The event took place at the judicial police office in Lisbon, where technological tools, including facial recognition and emotion recognition tools, were showcased. Researchers also discussed in depth the next steps for the project, which include policy roundtables and publications.

Euro-Arab Foundation at EU Agency for Law Enforcement Training Scientific Conference

The CEPOL (The EU Agency for Law Enforcement Training) Scientific Conference, a crucial platform for disseminating cutting-edge research and fostering collaboration among key stakeholders in the European security landscape, took place in Ostia, Rome, from March 25th to 27th.

The conference attracted a distinguished audience comprising prominent figures from law enforcement agencies, academic institutions, and international organizations. Notably, the event witnessed the participation of Julia Viedma, the Head of the Operational and Analysis Centre at Europol, who demonstrated a keen interest in the project’s practical applications for enhancing operational effectiveness. Magnus Brunner, the Commissioner for Internal Affairs and Migration at the European Commission, also attended, underscoring the project’s strategic importance in shaping EU policy on migration and security.

Karen Hough, a researcher at the Euro-Arab Foundation for Higher Studies presented the results of the Horizon Europe VANGUARD, a project which aims to enhance the understanding and response to the complex challenges posed by human trafficking networks. With a Consortium of seven Police and Border Guard Authorities (including from countries of origin and transit of THB networks and countries neighbouring Ukraine), one Police Academy, eight research/academic institutions, four industry partners (including two SMEs), two CSOs, and one International Organisation, VANGUARD delivers a strong representation of the challenges, requirements, and tools to meet its objectives.

Presentation of the VANGUARD Project to the Group of Experts on Action against Trafficking in Human Beings

On the 28th November, Karen Latricia Hough, a researcher at the Euro-Arab Foundation met with the Executive Secretary, Petya Nestorova of the Group of Experts on Action against Trafficking in Human Beings (GRETA) at the Council of Europe in Strasbourg, to present the EU funded Horizon Europe VANGUARD project focused on fighting Trafficking in Human beings.

In particular, Hough discussed the societal impact of the project, touching on themes related to the inclusion of survivors of human trafficking in both preventative measures against human trafficking and policymaking. This is a critical aspect of combating this crime, as survivors possess unique insights and experiences that can significantly inform the design and implementation of prevention programs. Additionally, survivors’ firsthand accounts can help raise public awareness and generate empathy for victims, fostering a more supportive and understanding society.

GRETA is responsible for monitoring the implementation of the Council of Europe Convention on Action against Trafficking in Human Beings by the Parties, and the Vanguard project is an ambitious Horizon Europe project that focuses both on providing a state-of-the-art intelligence picture on current trends in human trafficking as well as the creation of advanced technological tools to fight the heinous crime in all phases of the trafficking chain.

The VANGUARD project against human trafficking meets in Granada to take stock of its first year

The conference, held this Thursday at the Faculty of Law with more than forty people from different parts of Europe, has been dedicated to reviewing the work carried out in the first year of implementation of the VANGUARD project, as well as defining and organising the steps to be taken in the coming months.

According to Javier Ruipérez Canales, director of the Projects Department of the Euro-Arab Foundation, ‘the balance that can be drawn from this meeting is highly positive, as a large number of activities have been carried out in relation to the research developed around the theme of the project, trafficking and smuggling of human beings, thus fulfilling the objectives set for this first year of the project’s life’.
