Project clip on PAVE’s main outputs

The Horizon 2020 research project PAVE investigated the root causes and driving factors of violent extremism and radicalisation over the last three years. Now with the project drawing to a close, a brand-new animated clip has just been released. While highlighting the global issue of radicalisation, it shares the findings from the project’s intense research. The video includes short video snippets from project partners highlighting particular aspects of the research such as the role of the state and education, resilience and the collaboration between civil society, religious actors and policy makers.

Over the last three years, the consortium has greatly enjoyed the collaborative engagement on this timely project, with a diverse set of experienced and complementary partners. Despite the severe challenges posed by the COVID-19 pandemic, PAVE partners managed to build a real team spirit and collegial atmosphere across borders and regions.

Thanks to the dedication of the involved researchers, PAVE results are important milestones on the way to making the prevention of violent extremism more responsive to contextual needs, more tailored to contemporary threats and emerging radicalisation trends, and moving away from securitised approaches. Our practical tools can further contribute to building community resilience from the bottom up.

Granada hosts the 7th International Countering Violent Extremism Research Conference

The International Countering Violent Extremism Research Conference 2022 takes place from May 23 to 25 in Granada, at the Faculty of Law.

Hedayah, the Euro-Arab Foundation, the European Institute for Counter Terrorism and Conflict Prevention, Global Internet Forum to Counter Terrorism, Moonshot, United Nations Office of Counter-Terrorism and University of Granada hold the Seventh International Countering Violent Extremism Research Conference 2022. The Conference is sponsored by the Government of Spain and with the strategic partnership of the Royal United Services Institute, the Cyber Threats Research Centre (CYTREC) and Tech against Terrorism.

With the aim of responding to current and evolving terrorist and violent extremism threats and challenges, this seventh edition is being held with a forecast attendance of a hundred guests, including experts and researchers in the field, policymakers and practitioners from around the world

For three days, the conference addresses, through different round tables, the areas that affect the analysis of the current situation and future scenarios, such as: the implications of COVID-19 on this type of extremist actors; the role of the Internet and new technologies; the effects of environmental change on violent extremism; the fight against extremist groups of ideological inspiration; how to deal with the rise of the radical right; gender and youth in the prevention and fight against violent extremism, among other issues.

Inauguration and opening conference

The Conference will be inaugurated by the Rector of the University of Granada on Monday, May 23, at 9 a.m., in the Paraninfo of the Faculty of Law and will be attended by the Ambassador and Permanent Representative of the United Arab Emirates to the United Nations, Lana Zaki Nusseibeh; Chief of Strategic Affairs, Ministry of Foreign Affairs, Kingdom of Bahrain, Nancy Abdulla Jamal; the Minister Plenipotentiary, Permanent Representative of the Kingdom of Spain at the European Union, Guillermo Anguera Gual; the Major General, Guardia Civil and Director, Center for Intelligence against Terrorism and Organized Crime (CITCO), Manuel Navarrete Paniagua; the sub-delegate of the Government in Granada, Inmaculada López Calahorro; the President of the European Institute for Counter Terrorism and Conflict Prevention (EICTP), Herbert Scheibner and the Head of Global Programme on Preventing and Countering Violent Extremism United Nations Counter-Terrorism Office (UNOCT), Sean Hutchinson, among other prominent national and international professionals. 

The co-organization of this international Conference by the Euro-Arab Foundation is established based on the work that we have been developing over the years in terms of radicalization and violent extremism. At the moment, we are carrying out 10 projects funded by the European Union and the Government of Spain, four of them address this framework, the PAVE, HOPE, MIRAD, INTERRAD projects.

Paris will host the PAVE project work sessions about prevention of violent extremism

From 22 to 24 of February, a working meeting of the European project PAVE is celebrated in Paris. This project, in which the Euro-Arab Foundation participates, focuses its works in guide the policies of violent extremism prevention in the European Union.

At the second working meeting of the PAVE project –“Understanding the causes of radicalization and violent extremism”, will gather the different members of the consortium from different countries of the MENA region (North Africa and Middle East), Western Europe and Southeast Europe, to present the conclusions of the field investigations that have been carried out in the past year, about risk factors and resilience to violent extremism.

In the PAVE project, funded by the European Horizon 2020 programme, in which it is involved the Euro-Arab Foundation with another 13 partners, special attention is given to evaluation in the initiatives and preventive measures that exist to improve the community resilience into four thematic areas that are: the interrelation between religious, political and ethnic extremism; the interaction between religious and state institutions; (de)radicalisation narratives and transnational interactions, including the impact on and from Europe.

 Alongside the planned working meeting, a symposium has been scheduled to exchange ideas and experiences among researchers of the PAVE project and another two consortia with which this project has been collaborating in similar initiatives, CONNEKT or PREVEX. The symposium, to be held throughout Wednesday 23 February, will discuss at its first session the possible harmonization of the different terminological approaches and the delineation of the scope of available policy instruments to address the phenomenon of radicalization, violent extremism and terrorism.

The second session will be a sharing of the strategies and the data with those that work the different participant consortia, with the goal of promoting among all  an vision more holistic and reinforced, when it comes to understanding the interventions of the community actors and developing the formulation of specific policies and initiatives directed by the community.

A session will also be devoted to analyzing the characteristics that exist in the relationship between gender, religion, ethnicity and political context with violent extremism. The results obtained in the field studies carried out in the regional Balkan and in the MENA region area will be analyzed at the following sessions, debate in which the researcher Josep García Coll of the Euro-Arab Foundation will be involved.

In these sessions is intended to identify the regional tendencies and its implications for the development of prevention policies and strategies of violent extremism. The methodological challenges encountered in conducting the research and the strategies used to mitigate them will also be discussed.

Second Euro-Mediterranean days on the Commitment of Youth against Extreme Violence

The Euro-Arab Foundation together with the UNESCO Chair, Les Militants des Savoirs, Youth ID and the REDE Project organizes the second Euro-Mediterranean days on the commitment of youth against extreme violence. A meeting between young people coming from France and Spain, that takes place from December 15 to 17 and which aims to enrich reflection and improve practices on the role of youth in the prevention of violent extremism through a multicultural approach.

Javier Ruipérez Canales, Director of the Department of Research and Projects of the Euro-Arab Foundation, has welcomed this morning the young people who throughout these days will participate in workshops on Radicalization, social discrimination and social exclusion; Peace and conflict resolution; Prevention of Gender or Sexual Violence; Resilience from education for democratic citizenship.

Finally, on Friday 17, the young people will draw up a Declaration based on what they have experienced and reflected on in the previous two days and a Round Table will be organized with experts and relevant personalities in which the youth will have the opportunity to present the declaration and exchange with them.

First conclusions on the Prevention and Detection of Violent Radicalization in Spain

The conference on Prevention and Detection of Violent Radicalization in Spain, in which the Euro-Arab Foundation participate, will take place today, November 30 from 4:00 p.m. to 8:15 p.m., at the Francisco de Vitoria University (Madrid). This event is organized by the International Security Center of the UFV International Policy Institute. With the participation of the Radicalization Awareness Network – RAN.

The research, funded by the Foundation for the Victims of Terrorism, collected the experiences of 25 professionals on the front line, through interviews, to design indicators that allow detecting early radicalization and, on the other hand, understanding the factors that lead to radicalization in order to propose appropriate prevention strategies. Josep García Coll, researcher at the Euro-Arab Foundation, will talk about the main risk factors for radicalization and prevention measures. He will present some results of the PAVE project identifying factors in the contexts of Tunisia, Iraq and Lebanon, focusing on the factors of vulnerability of the community to the ideological and behavioral patterns of radicalization.

PAVE project meeting in Istanbul

The partners from different organizations from the countries of Europe, North Africa and the MENA region (Germany, Bosnia-Herzegovina, Spain, France, Finland, Greece, Iraq, Ireland, Kosovo, Lebanon, Sweden and Tunisia) that are part of the consortium of the European PAVE project met today in Istanbul, Turkey:

The first results of the investigations carried out in countries such as Iraq, Lebanon or Tunisia, which aimed to search for risk factors and resilience in the face of violent extremism, have been presented throughout the day.

In light of an increase in radicalism and violent extremism in Europe and around the world, there is a growing need to create a common political strategy and develop effective prevention measures. It seems especially relevant to analyze the local, regional and national contexts and the transnational dynamics of violent extremism in Europe and neighboring countries, and to draw concrete lessons for the Common Security and Defense Policy of the European Union (EU) and beyond.

A particular focus is paid on the assessment of existing preventive initiatives and measures to enhance community resilience in the following four thematic areas:

  • The interface between religious, political and ethnic/sectarian extremisms
  • The interaction between religious and state institutions
  • On- and offline narratives and (de-)radicalisation
  • Transnational interactions, including impact on and from Europe

PAVE Interview Mini-series

To explain the project and its peculiarities, the PAVE project partners have recorded a series of four interview clips answering questions that reflect the development of the project. The PAVE project seeks to understand the role of community and the dynamics of radicalization and the role played by communities in building more resilience societies against violent extremism.

These short videos reveal how the project’s participatory and inter-regional approach and its focus on the community is effective to tackle the global issue of radicalization in order to strengthen the capacity of policy-makers and community leaders for an effective prevention strategy between the European Union and its neighborhood.
